Clinton seeks to revamp US diplomacy

Washington - Secretary of State Hillary Clinton is unveiling plans to once again make civilian diplomacy and development work the core of American foreign policy, which for years has been heavily focused on the military.
Clinton on Wednesday will present the results of a wide-ranging review of the operations of the state department and US agency for international development aimed at better responding to global threats and emergencies.
The plan calls for new hiring, the creation of new positions and the consolidation of others under a revamped leadership structure.
It would set up bureaus for international energy affairs and crisis and conflict operations, as well as offices for policy planning and science and technology at USAID.
