Ex-star Absalom hails SA appointment

Nairobi - Former Kenyan international, James Absalom, hailed his appointment to serve as Citing Commissioner for three test fixtures scheduled for South Africa in June.

The matches are slated for Durban, Nelspruit and Nelson Mandela Bay Stadium.

“I am proud to fly the flag high in any capacity,” said Absalom upon receiving the news of his appointment.

Absalom, who is a former Kenya full-back and seven-a-side player, went to Moscow last year to work with Rugby World Cup Sevens as a Citing Commissioner.

He was identified in 2008 from the Junior World Rugby Trophy in Nairobi and attended a workshop before citing at Junior World Championships in Argentina.

“Absalom will serve in this capacity when South Africa plays home fixtures against Wales (June 14,21) and one against Scotland (June 28),” announced the Kenya Rugby Union.

In the three fixtures, Absalom will be charged with spotting acts of foul and review the tapes regardless of whether the referee has acted upon it. Different teams can refer incidents to the Citing Commissioner within six hours of the final whistle, while the citing period is 24 hours and if he or she sees fit, the Citing Commissioner can cite a player.

A Judicial Officer then makes a decision on the incident upon the player appearing before him/ her and hand a sanction if he/ she upholds a citing. An appeal of the decision can be made by the affected player within 48 hours. The player will then appear before a Judicial Officer, who will make a decision on the incident and hand a sanction if the citing is upheld. The player then has 48 hours to appeal the decision, but the decision of the Appeal Officer is final.
