Senator calls for constitutional amendment

Nairobi - Machakos senator Johnson Muthama wants the constitution amended to enable marginalised communities to possibly produce a president.
Muthama specifically wants article 138 of the constitution amended to cater for a major shift from a political tyranny where large communities ensure that a president from one of their own is elected, The Star reports.
The senator also took issue with the executive, saying that its failure to allocate enough funds to counties was undermining devolution.
