Jubilee plotting to frustrate devolution, Cord

Nairobi - The Standard reports Coalition for Reforms and Democracy (Cord) leaders have accused the Jubilee Government of plotting to frustrate devolution.
Led by former Prime Minister Raila Odinga and former vice president Kalonzo Musyoka, they said that the formation of Devolution Ministry and allocating it a KES 84 billion was a plot by President Uhuru Kenyatta's Government to "kill" devolution in the country.
They faulted the creation of the ministry after chairing separate parliamentary group meetings for the different parties namely ODM and Wiper respectively.
