Treasury withholding county cash

Nairobi - The National Treasury is yet to release KES 7.8 billion to 21 counties which have failed to come up with balanced budgets.
The Treasury failed to release the funds after some counties presented unsustainable budgets and were asked to review them before being given the money, Daily Nation reports.
Kitui, Tana River, Nyeri, Nairobi, Nandi, Kakamega, Kirinyaga and Kericho are the only counties that provided fully balanced budgets and qualified to access their budgetary allocation in full, the other 39 are yet to be cleared by the Treasury.
There are claims that the remaining counties have revised their budgets but they are yet to be approved by county assemblies members who are on a go slow over salaries.
The Salaries and Remuneration Commission (SRC) has rejected their pay increase demands.
The chairman of the Transition Authority, Kinuthia Wamwangi, warned that devolution may collapse due to the salary dispute.
