Nairobi - Police have said the Judiciary is to blame for the increased cases of hate speech being witnessed in the country.
They said that Judiciary has failed to persecute perpetrators of hate speech even after presenting enough evidence to incriminate them before court.
They therefore called for stiffer penalties of those convicted in a bid to tame the vice, The Standard reports.
