House committee probes rail project technology

Nairobi - The Parliamentary Committee investigating the Standard Gauge railway said it might have to recall the Cabinet Secretary for Transport to shed light on the technology to be used in the controversial project.
The Public Investment Committee (PIC) said that there seemed to be a lack of clarity on whether the technology that was going to be used in construction of the railway scheme was Chinese or American.
“It is imperative that we get an opportunity to recall the Cabinet Secretary for Transport Eng. Michael Kamau to clarify whether it is truly China Road & Bridge or it was one of the other ten sub-contractors in the China project that has been said to be in the company’s portfolio,” said Kimani Ichung’wa, Vice Chair of the PIC.
Members of the committee said the issue needs more pursuing in order to get clarification with Cornelly Serem saying that signed contracts indicate that the standards to be used were Chinese.
“The PS for Transport, Eng. Kamau, in his presentation was clear that the standards being referred to were American. However according to a document I have here, the standards referred to are Chinese,” said John Kiragu a member of the committee.
Apart from the technology standards being used, other issues that are coming under the scrutiny of the committee include the procurement process, the insurance attached to the project loan and the cost of the project from Nairobi to Malaba.
A number of government officials have appeared before the committee amid allegations the project was shrouded in corruption.
