Govt did not issue terror alert prior to Westgate attack

Nairobi - Westgate Shopping complex property manager, Simmi Chanda, on Tuesday refuted claims that the government had issued them with terror alert prior to the September 21 siege that left over 67 civilians dead and over 100 others injured.
However, Chanda acknowledged receipt of the terror report issued by the International Criminal Tribunal of Rwanda on June 17, 2009. The report did not mention any specific site, Daily Nation reports, but indicated that any imminent attack would target sites frequented by foreigners.
She also refuted claims that the terrorists could have escaped using an underground tunnel, saying that the only outlet in the building is a four-inch drainage pipe.
