Committees downplay duplication of roles

Nairobi - Chairmen of Public Investment Committee and Departmental Committee on Transport have denied duplicating each other’s roles.
Speaking to journalists at Parliament, Adan Keynan and Maina Kamanda said they had a meeting with the speaker of the National Assembly where they had consultations over the issue.
“There is no fighting between PIC and Transport Committee. We have agreed on what each of us is supposed to do and that is exactly what we have been doing,” said Kamanda the Chairman for Departmental Committee on Transport.
His counterpart at the PIC concurred.
“We have consulted and there is no duplication between transport and PIC. Our roles are stipulated in various statutory documents starting with the standing orders. The transport committee derives its mandate from the standing order number 2016 while PIC derives its own from standing order number 2010. So there is really no functional conflict,” said Kamanda.
There had been earlier reports of duplication of roles between the two Parliamentary Committees, which necessitated the meeting and consultations between the Speaker of the National Assembly and the chairmen of the two committees.
Keynan is a Coalition for Reforms and Democracy legislator while Kamanda is a Jubilee coalition Member of Parliament, sparking speculations tensions existed between the two committees.
The PIC and Transport Committee are set to make enquiries and table their reports on the tendering process of the Standard Gauge Railway scheme, which has of late gathered storm over allegations of single-sourcing.
