MCAs impeach County Secretary, urge Governor to appoint someone competent

Nyeri - Nyeri Governor Nderitu Gachagua has suffered a blow after the MCAs impeached his County Secretary Alice Wachira over incompetency.
Wachira was impeached after a four-hour debate by the Members of the County Assembly (MCAs).
The MCAs adopted a 20-page-report by the Legal Affairs assembly committee which recommended that Wachira should be sent home since she is unsuitable for the position.
Immediately after the mover of the motion, Jessee Kamuri who is also the chairperson of the committee raised the matter at the floor of the house, many MCAs supported it.
Kamuri said the County Secretary who has served in acting capacity for the last seven months did not meet the threshold of the qualifications of the position.
He recommended there was need for the Governor to source for a qualified County secretary who is competent enough, a process which should be conducted within the next three months.
“We have information that she will move to court to buy time before the expiry of the term of the Governor next year. But what we want is somebody who is qualified and competent,” said Kamuri.
MCA Wachira Waruru while seconding the motion said despite being issued with several summons, the acting County secretary never made it to the committee to clear her name or to table her papers.

“She has no respect for her employer and even juniors. She is arrogant since she could not obey the three summons after being called by the committee,” said MCA Njoroge Githaiga.
MCA Mwangi Kibuu said the County secretary has only six years’ experience of administration and management instead of the ten years needed by the constitution.
“Telling us she was a class prefect in her primary school and a captain in the secondary school or even a manager at a chemist in Karatina town is not part of management needed in the county government,” said MCA Joseph Kanyi.
Members also shouted ‘Shame, Shame’ in the house when Majority Leader Duncan Gituanja claimed that county water chief officer was suspended by the secretary after he okayed a water project in his Kabaru ward.
The report was however opposed by MCAs close to the Governor including Paul Ngiria, Amos Kanyai and Arthur Maina who said that Wachira was not given enough time to bring forward her papers of qualifications.
“The committee should have given her enough time. Let’s look smart on her natural justice. She also should be given a fair hearing,” pleaded Ngiria.
Security was tight in the assembly during the debate with armed police officers being at the assembly precincts in case of any chaos.
Wachira was also in the packed public gallery following the proceedings.
Immediately after her impeachment, Wachira told journalists that she will move to court to block the move.
She termed the move by the MCAs as harassment, demeaning and victimization adding that she was just in acting capacity.
