Is Jubilee and Cord conspiring to economically sabotage Western Kenya?

Nairobi - Amani National Congress (ANC) Party leader, Musalia Mudavadi has accused the leadership of Jubilee and Cord of conspiring to economically sabotage the residents of Western Kenya.
Mudavadi said leaders from both coalitions have been silent even as a critical report compiled in 2014 on the crisis crippling the sugar industry in the country remains pending at the National Assembly.
Over 6 million Kenyans are dependent on the sugarcane industry, with majority of them being from Western Kenya.
According to the ANC leader, the report by the Parliamentary Departmental Committee on Agriculture titled "The Crisis facing the Sugar industry in Kenya" has not been debated at the floor of the house, despite being listed twice on the order paper.
"Instead of the two coalitions rallying their troops in Parliament to prioritize debate and adopt the report as their duty to the country and by extension to save the Sugar belt communities from the economic distress they are facing, they have conspired to kill the report," said Mudavadi.

"Twice, the report was listed on the order paper of the National Assembly for debate but was every time removed at the last minute amidst reports of secret, behind-the-scenes horse trading between parliamentary leaders of both sides," he claimed.
Mudavadi in a press statement Monday pointed out that the recent heightened scramble by Jubilee and Cord to get votes in Western Kenya is part of the plot to 'confuse' residents in the region to support the coalitions, even after showing that they do not care about their plight.
"As a party of sober leadership and seized with the desperation of the people, we declare total war against this Cord-Jubilee evil conspiracy and demand an immediate prioritization of the report, its adoption by parliament and full un-delayed implementation by the Executive," he said.
He added: "As ANC, we call upon CORD and Jubilee to disapprove the conspiracy to economically sabotage 6 million cane farmers and dependents so as to win cheaply in the 2017 general elections. They should urgently take up our demand for convening a special session of Parliament to adopt the report."
