CORD responsible for cash crunch in the counties, says Jubilee Senator

Nyeri - Nyeri Senator, Mutahi Kagwe has attributed the cash crunch facing County Governments to his colleagues in CORD coalition saying they boycotted a special sitting convened to approve Cash Disbursement Schedules to counties.
Kagwe said the Minority Leader who is also the Bungoma Senator Moses Wetangula incited his coalition members to abscond the sitting, saying he had not been consulted by his Counterpart the Majority Leader, Kithure Kindiki.
“The sitting did not meet the threshold to pass the Cash Disbursement motion thus called off because CORD senators boycotted. Counties are suffering because of the opposition Senators,” said Kagwe.
Speaking to journalists after presiding over Kagumo Boys High School prize giving day in Nyeri town, he exonerated the Jubilee senators from any blame saying they had turned out in numbers ready to support the motion.

He called for sobriety on devolution matters.
On his County matters, Kagwe said he is arbitrating between Governor Nderitu Gachagua and Members of the County Assembly to solve the impasse involving the 2016/17 budget which the Governor has declined to sign.
He dismissed reports that there were external forces driving the stalemate.
However, Kagwe asked the County executive and legislative arm to dedicate more funds to development rather than recurrent expenditure.
“More than 30 percent of the total budget should go to development. There is a misguiding notion that only Senate can solve the budget making process for counties. The role of the Senator ends after money has been allocated to the respective counties,” he explained.
