Trouble in Vihiga county over recruitment
24 April 2013, 15:13
Trouble is looming in Vihiga county assembly after the county representatives refused to side with the governor, His Excellency Moses Akaranga over claims that he had not advertised the posts for the County Executive Committee members.
In the advertisement that was carried in the papers earlier this month, only three positions for the Public Service Board were announced with the governor shielding the County Executive Committee advertisement from the public.
The county representatives are now alleging that the governor may have some foul play with the intention of disadvantaging some parts of the county.
The Vihiga county assembly has majority of its members from Musalia Mudavadi's United Democratic Forum party (UDF).
The 25 member assembly has 16 members from UDF party with 10 slots also preserved for them in the nomination lists, which gives them power over the other parties.
It is now not clear the persons who have been chosen by the governor will be given an okay by the assembly after vetting because majority of members who are protesting are from the UDF party.
“We are not going to accept the list that the governor is going to present because we never saw the positions being advertised,” says Abdalla Chogo, CR for central Maragoli ward.
Appointment of county executive members by the governor with the approval of the county assembly is provided for in the constitution of Kenya 2010 article 179 (2)(b).
The county Government Act No. 17 of 2012 section 34 also provides for executive authority of the county executive committee but now the county representatives fear that the people chosen may not be qualified.
“We don’t want a situation where we will have to disqualify individuals who lack proper qualifications just because they were fixed in by someone,” said Chogo.
