Speaker:Transition Authority should be disbanded

Nyeri - Nyeri County Assembly speaker David Mwangi Mugo has (Tuesday) said the Transition Authourity Commission (TA) should be disbanded.
Mugo faulted the TA’s directive to counties ordering them to cease employing new county staff stating that the commission is pretending to be active and relevant.
He said the TA chairman Kinuthia Wamwangi has no mandate to advise the counties on employment process saying that such directive can only be issued by the Attorney General.
He accused the authority for being a hindrance to effective operations and smooth running of the county assemblies.
Speaking in Nyeri town, Mugo charged that the authority was struggling to remain relevant by issuing illegal advisories to county governments.
“Wamwangi is pretending to be county governments’ legal adviser which is not the case and he has no jurisdiction to suspend the process of hiring of staffs at county level,” said the speaker.
He observed that county governments cannot operate effectively without the required staff members and thus they should not be intimidated in recruiting the much needed staff.
At the same time, the speaker criticized the National Assembly for delaying to pass the County Assembly Powers and Privileges bill that was supposed to have been passed by August last year.
He said the law was important in the operations of the county assemblies as it defines how the assembly would summon county officials to the assembly committees among other key roles.
