Speaker slams county executive members over roles

Nyeri - The county assembly speaker David Mwangi Mugo has noted that area county government executive members are ‘taking the county assembly for a ride.

The speaker was in particular referring to Nyeri county executive secretary in charge of Information and Public Administration, Priscilla Muthoni Wanyiri stating that she is failing county assembly committees in their duties.

He expressed the concerns after the committee of Information and Public Administration failed to table a reasonable response as to why more than 350 Nyeri county government workers have not been paid their allowances, while some are working without protective gears.

The matter was raised in the chambers one month ago by majority leader Anthony Mwangi Kibuu.

The committee’s vice chairman, Peter Kamau had told the house that the executive had no response into the matter because an audit on county staff was ongoing and thus requested for more time.

Further, an MCA Baragu Mutahi had sought to know from the same executive through the same committee, the number of county government employees per department.

The vice chairman responded that the executive, Muthoni, has requested for more time on the same.

The two responses led to a heated debate in the chambers with nominated MCA, Regina Macharia saying the responses were indication of neglect and incompetency.

“It is evident that the executives are taking the MCAs for granted and she should understand that she is dealing with honourables representing the people of Nyeri,” said the furious Regina.

Her sentiments were echoed by other MCAs including Joseph King’ori, Edward Muteru and Arthur Maina among others, who said getting number of employees was basic because she could have referred from payroll and other documents in her custody.

Kirimukuyu MCA Kibera Ngunyi asked his fellow members to whip one of the county executives so as to serve as a lesson to others.

The speaker stated that, given the responses were not adequate; the committee should summon the executive and ask relevant questions.

He told the committees to cease taking some answers from the executive members since they are also accountable.

He further accused the committees of not playing the rightful role of oversight and not using the powers bestowed to them.
