'Parliament has no power to impeach Waiguru'

Nairobi - Parliament has no power to impeach CS Anne Waiguru a court has been told, in the process, blocking any attempt to have the under-fire Devolution boss relieved of duty.
The High Court has blocked any current and planned impeachment motions until it can have an valid interpretation of the law.
According to the Constitution Implementation Commission CIC, the National Assembly is out of order and cannot impeach CS'.
According to the CIC, Article 66 of the house Standing Orders is null and void and cannot be used to impeach CS'.
Thus the suspension in the immediate future by the High Court.
Makueni MP Daniel Maanzo and Kericho's Charles Keter had already started the procedure of collecting signatures for the impeachment motion.
" The CS should step aside to allow investigation just like all other CS' did. She is not all of a sudden special," Maanzo stated.
Waiguru has been under pressure over continued corruption in the National Youth Service NYS, which she heads in her docket.
It is estimated that close to KES 1 billion has been lost in corrupt deals in the NYS since she took over its restructuring programme.
