Lack of funds hampers service delivery in public offices

Vihiga - Public service delivery in many central government departments in Vihiga County has stalled since July because of inadequate funding.
Officers who spoke to the media on condition of anonymity lamented that they have not been funded since July, and this has greatly hampered their service delivery to the members of the public.
“We are not sure whether somebody can explain the reason why public service delivery in the central government is stalling. We have been suffering silently hoping that things will be streamlined but nothing seems to be happening,” one of the officers said.
They said that they have been operating on a shoe-string budget for the past three months, being forced to chip in from their pockets many a times.
“We are often funded by our respective ministries and this time round, we have not received any money from Nairobi,” the officer said.
True to the officer’s word, when we visited several offices in the County, service delivery was not on a par with the public expectation.
Some officers do not have the necessary funds for facilitation to go to the field for various assignments that are pending.
“Maybe the central government’s departments are being starved off the funds so that the county governments can be facilitated. We are not sure about when we will be facilitated,” another officer said.
They said that the public is now blaming them of laxity not knowing that they are facing hard times in offices because of lack of money.
