Kidero: Governors must be fully accountable for finances

24 February 2014, 12:44 Victor Tinto

Nairobi - Nairobi governor Evans Kidero says that governors must be accountable for everything that goes on in their regions.

Kidero thus differed with governors council boss Isaac Ruto on accountability in counties, with Ruto saying that governors are not fully accountable for finances at county level.

" Governors are accountable for everything that goes on at county level. They are the overall leaders and should be the reference point, he said Sunday during a church service in Bahati, Nairobi's Eastlands.

He added that it was wrong for governors to claim that they have delegated key functions in the counties to certain officials and look away when things are going wrong.

" We must be fully accountable as leaders. We have to tell our people what we spend and what we make. That is not the role of junior county officers, he added.

There has been wild debate over the summon and impeachment of Embu governor Martin Wambora, who has argued that he is not responsible for financial misappropriation in his county.

The governors council has even gone to court to argues their case out over the role of senior county officials in spending at county level, in a view to exonerate governors from blame.

" It is governors that employ and oversee the work of these county officials. They must take the blame, he continued.

" We must take responsibility for our actions. We must be faithful to our vows and if we are wrong, be ready to face the full wrath of the law.

A case in which the governors are in court to try absolve themselves of blame in the financial circus at county level will be heard this week.
