'I stopped KES 800 million NYS theft', says Waiguru

Nairobi - Devolution Cabinet Secretary Anne Waiguru has said that she stopped the theft of KES 826 million from the National Youth Service NYS.
Waiguru said Thursday evening in her office that she managed to quell the loss of the funds which were being channelled for non-procedural deals by cartels within the NYS.
She said that she wrote to the Criminal Investigation Department CID to ask them to investigate the near loss of funds.
" There is alot of discomfort in the NYS as I have frustrated cartels that are keen to discredit the functionalities of the new management by trying to push through corrupt deals," she stated.
Waiguru added that not one shilling has been stolen from the NYS since she took direct charge of the organization.
" It is clear that those who have been stopped from benefiting from the cartels that have long controlled the NYS and crippled its functions are now fighting back, and are trying to indicate that there is a problem in the new management," she added.
She was reacting to a report released by the Central Bank which stated that there was need for audit into the operations of the NYS and highlighted some unscrupulous deals that had taken place.
The Central Bank had written to the Devolution ministry questioning payments of hundreds of millions of shillings to private companies through the NYS.
The CBK particularly raised questions on some of the payments made by newly appointed NYS Senior Deputy Director General Adan Gedow Harakhe totalling to KES 50 million for the purchase of milk powder for the NYS.
