Emuhaya MP launches GIS/ICT facility in the region

Vihiga - Emuhaya MP, Wilbur Ottichilo has unveiled the first Geographical Information System and Information Communication Technology facility in the country through Constituency Development Funds (CDF).
Plans for the establishment of the facility began in 2008 during the existence of the larger Emuhaya constituency which was later sub divided into Luanda and Emuhaya constituencies.
The purpose for its establishment was to generate socio-economic and biophysical information suitable for planning purposes at the community level.
While officially launching the facility at the CDF offices, information secretary in the Ministry of Information and Communication, Ezekiel Mutua, who represented the ministry’s Cabinet Secretary Dr Fred Matiang’i, said it was the first ever good thing that CDF money had been utilised on.
“What if all the Constituency Development Fund Committees in the country invested in such viable modern information technology centres that will enable their constituents embrace the era of knowledge economy?” posed Mutua.

He said that the centre should be utilised by all other leaders in the country, where they can learn and replicate the same in their regions.
In the Cabinet Secretary’s speech, which was read by Mr Mutua, Dr Matiang’i noted that the government is making concerted efforts to make sure fibre optic traverses to many parts of the country to make internet access easy.
Ottichilo noted that Emuhaya had never had any form of Strategic Planning that involved the local community through a participatory planning process and also there was no basic data on natural resources and socio-economic data that had been documented in a manner that could be used directly for planning purposes.
“We found it prudent to use satellite technology to rapidly gather the required information, and wanted the people to directly participate in the planning process of their socio-economic development and welfare and be in charge of their own development destiny,” he said.
