Devolution the key to 'Kenyan success story'

Nairobi - Governors Council chairman Isaac Ruto says that devolution is the only way of ensuring the Kenyan dream becomes reality for every Kenyan.
There has been heated debate over whether devolution will succeed in Kenya, with fears raised over the increased cost of living, together with the lack of planning and apparent mismanagement of funds.
And with plans to reduce the number of counties from the current 47 to around ten being mooted as a possibility, there is plenty to worry about regarding devolution.
But according to Ruto, plans to reduce the number of counties will work against the initial reason of pushing for devolved governance.
" County governments are important because they are the only avenue through which Kenyans' dreams will be realized.
" Plans to reduce the number of counties goes against the wish for Kenyans to have a devolved society.
" We have supported the governments and measures are in place to ensure that they perform to the expectations of Kenyans, Ruto said in his home county Bomet over the weekend.
Ruto said that local governments were looking for ways of being self-independent thus the increased numbers in terms of levies and taxation.
He asked Kenyans to be patient and await the growth of the governments to enhance growth of the country's economy.
