Counties to pay own staff following government payroll transfer

Nairobi - The government has transferred the county government payroll to the respective regions taking effect from the end of January.
The announcement was made by devolution cabinet secretary Ann Waiguru at a press conference in Nairobi on Wednesday.
She said that the process of transferring the payroll to county levels had begun in early January and will see salaries for the month of January done at county level.
" We begun the process in earnest in the early days of the month to ensure the salaries for January are done in a timely manner, she said.
" The payroll system has been transferred to all 47 counties and the agreement as we speak is that the salaries for the end of the month will be done at that level, she added.
Waiguru also reitarated the fact that the central government will not condone misuse of public funds and says that they will ensure that rules and guidelines on performance of county staff are followed.
She added that the government will receive a detailed report on how the county governments are opertaing with the view of ensuring accountability.
The move to shift payroll to county level comes after increased pressure from the council of governors in recent weeks to have the management of salaries shifted.
