Coastal governors want effective transfer of functions

Mombasa - Governors of Mombasa, Kwale, Kilifi and Taita Taveta counties are pushing for the effective transfer of functions that are properly located within their county governments to be urgently transferred their counties.

The governors led by mombasa county governor Ali Hassan ,Joho Kwale county Governor Salim Mvurya and ,Taita Taveta Governor John Mrutu  ,over the weekend  presented an appeal to the committee on devolution for evaluation before being deliberated  by the relevant bodies for adoption.

 Mombasa county governor Hassan Ali Joho on August 27th had appealed to the senate through the speaker of senate to have functions that are located within mombasa county to be effectively transferred to the county as per the constitution. Functions like agriculture, Kenya ferry services, Kenya Port rural electrification and roads construction are some of the functions the leaders want devolved immediately.

His counterpart the governor of Kwale Salim Mvurya said that Kwale county had the capacity to undertake its functions within the county and that the functions should brought down to county level.

“We want functions like roads, rural electrification libraries and agriculture devolved to our counties, “said Mvurya.

Speaking during the evaluation of the coast governor’s appeals in Mombasa county the chair on behalf of the committee on devolution Hassan Omar who is also the Mombasa senator said that the committee which involved five senators from the coast region was to evaluate the governor’s appeals with respect to the transfer of functions before being taken to the senate for deliberation before being adopted.

“As I can say broadly, transfer of functions has had a very lopsided and unfortunate implications if we want to achieve devolution then we must in essence ensure that functions located in the counties are effectively transferred,“ said Omar.

The senator said that following the appeal from the Mombasa county Governor Hassan Ali Joho to the senate in respect to the transfer of functions that were supposed to be properly situated in Mombasa County for reconsideration the committee was going to consider the appeals with respect to the transfer of functions for consideration.

“This committee will deliberate the way forward and take it to the senate for deliberation before being adopted.” said Hassan.
