Chief arrested for raping KCPE candidate

Vihiga - A senior chief in Vihiga County has been detained at Vihiga Police Station for allegedly raping a class eight candidate.
South Maragoli location Chief Ronald Oyando appeared before Vihiga Resident Magistrate Susan Mwangi Thursday and denied the charges.
According to the charge sheets that had two counts, the 53-year-old chief raped the 15-year-old girl at their Masana sub-location home.
“On October 28, you performed a beastly act on a minor,” read the charge sheet.
It is alleged that the candidate had gone to the chief to seek fee help as her father died and her mother is not able to raise fees in full.
The prosecution asked the court to allow detaining of the chief in custody until next Tuesday so as to finalise with the investigation into the case.

Efforts by the accused to ask the court grant him a bond so as to solve the case from home were thwarted as the magistrate allowed the prosecuting to detain him.
“If the prosecution asks the court to grant it more time for investigations, we cannot risk releasing the accused by giving them a bond. That will jeopardise the case as they may tamper with the investigations,” said Mwangi.
In another case at the court, a 40-year-old man was handed a KES 300 000 bond for raping a class seven pupil.
Henry Mukingi Mugeni denied raping the 15-year-old minor at their Central Maragoli ward home.
His case will be mentioned on November 10, and heard on December 8, 2015.
