Besigye's aide arrested while recruiting rebels in DRC

07 November 2014, 12:27 Godfrey Olukye

Kampala - The Minister for Defense, Dr Crispus Kiyonga has confirmed that the personal aide of opposition activist, Dr Kizza Besigye, known as Sam Mugumya was arrested in Democratic Republic of Congo.

This came after one of the opposition politicans and MP for Kasiro County, Elijah Okupa demanded on the floor of parliament Thursday afternoon to know about Mugumya’s whereabouts.

Okupa said, ''The youth member of Forum for Democratic Change, Sam Mugumya has not been seen in public for some days. We are therefore seeking an explanation from government on his disappearance.''

In response, Minister Kiyonga said that information regarding Sam Mugumiya’s arrest came through Uganda’s liaison office managed by Ugandan officers in Democratic Republic of Congo.

Kiyonga said, ''Mugumya was apprehended with three other Ugandans, but the government is in negations to see that they are brought to Uganda.''

A few days ago, the spokesperson of Uganda Peoples Defense Forces (UPDF) Lt Paddy Akunda revealed that Sam Mugumya was arrested in the jungles of Democratic Republic of Congo with a lot of US dollars on him.

He was reportedly recruiting rebels to fight against the government of Uganda.

Mugumya has in the past few years been very close to Besigye. Whenever Besigye was arrested for holding unlawful rallies, Mugymya was with him.

Eastern Democratic Republic of Congo has many jungles and security is not tight thus providing a safe haven for rebel groups that fight against the governments of Uganda and Rwanda.

One of the most notorious groups based there is the ADF which has reportedly killed over 100 civilians in eastern Democratic Republic of Congo recently.

It is made up of mostly Ugandan rebels with the aim of overthrowing the Ugandan government.

Although the main opposition political party, FDC, has dissociated itself from intentions to start a rebellion against the government, its former boss, Kizza Besigye whose aide has been arrested, has often said that he will never stand again against president Museveni in presidential elections but will use other means to bring political sanity into the country.

Besigye, who has stood thrice against Museveni but lost, does not mention which means he will use thus leaving some Ugandans speculating that he could be planning to use firearms to remove the government.
