All eyes on parliament

Nairobi - With handing over of a report proposing new constituencies, as required by the new constitution, to the parliamentary committee on implementation of constitution by Independent Boundaries and Electoral Commission(IEBC), attention will now be focused on parliamentarians as they handle the process which has generated a lot of public interest .

The parliamentary committee is expected to deliberate on the report for seven days, after which they will forward it with the recommendations to the whole house which is expected to debate it for 14 days and either adopt or make recommendations and return it to the independent boundaries and electoral commission for it to gazette the newly created electoral units.

IEBC chair cautioned the members of parliament to hasten the process as the country is almost time barred, as elections are expected to be conducted at  December this year yet the new electoral units must be in place before elections in order to have 290 constituencies as stated in the constitution.

Njoroge Baiya, the vice-chair of the parliamentary committee on implementation of the constitution, stated that they will allow public participation through written memorandum only which should be submitted to the committee to enable them deliberate on the report and make recommendations to the house with information from both IEBC and general public.

Mean while the process is not expected to be smooth even at the floor of the house as some members of parliament from densely populated areas are crying foul that they were short changed and threatening that if their areas are not given more constituencies the report will not see the light of the day, while some led by Epharim Maina has threatened to seek court intervention on the issue.
