Spying on emails needs legal safeguards – expert

Nairobi - There have been increased calls for legislation on how the State intends to carry out the monitoring as they plan to spy on email communication, Capital News reports.
The move that has created much furore, has ICT lawyer Stephen Kiptniess saying that such legal provisions would enable the government to monitor the emails for security reasons while still guaranteeing people’s privacy.
Kiptniess said that Kenya needs specific legislation that will tell you what you can and cannot do and that will also prescribe civil and even criminal liability and stiff penalties for the misuse of the system.
